If I understand your question, you are asking about how to certify the 406 MHZ ELT in Mexico.... I am currently waiting for delivery of two units (ACK) that are waiting for factory certification... I chose this type because they are relatively cheap and easy to install, and I have the same make in my aircraft already so the installation is even easier... unfortunately, delivery has been delayed but other types are available.

I believe any mechanic can install the system following instructions... then the owner information has to be registered with an international authority (NOAA for USA and perhaps for Mexico... info should be with the unit) so that aircraft can be tracked in case of emergency.

Mexican Authorities have just extended the requirement for installation from Oct. 1 2009 to April 2, 2010 (if you already have the earlier type installed! Any NEW installations must be 406Mhz)

Indeed what you say is right, the problem is Mexican authorities (DGAC) has no idea on how to register or where to register them. I operate 2 'N' registered airplanes in Mexico, and I asked the inspectors in my airport where to go if I had one of those new 406 ELTs to get it registered. They literally told me they had no clue because the 'big wigs' had not decided yet how to handle it.

This just makes Mexico a bigger dark hole 'aviation-wise'... we don't have 121.5 monitors and no 406 monitors... I guess its up to us pilots to listen out for any going ELTs.
